The "Bottom-up Safeguard Clause"
The Canton of Ticino today presented the model of a "bottom-up safeguard clause" for the implementation of the initiative on mass immigration (Masseneinwanderungsinitiative). The model had been developed at the ETH's Chair of Negotiation and Conflict Management under the leadership of Prof. Michael Ambühl.
